For the first time ever Surrey County Council plans to freeze its council tax prices.
Surrey County Council deputy leader David Hodge said: "It has been tough and it is going to get tougher but thanks to good planning over the last 18 months we have already identified significant savings to make sure we provide residents with value for money.
"Because we understand that people are suffering financially we plan to freeze council tax so families have one less rising bill to worry about. By doing things differently but better we can make sure changes have as little adverse impact on residents as possible."
Proposals for a £12 million investment in Surrey roads and a further £5 million has been found from other services to invest in services for vulnerable children.
This comes just days after the announcement that 650 jobs will be cut from the Council's workforce.
